Job Description:
About the Team
The HR Division consists of 8 staff which includes the Head of
Human Resources, the Talent Acquisition Team, the HR Operations
Team, and an HR Business Partner. We provide all HR functions and
support for our 298 professionals.
Position Overview
SWIB is seeking a Human Resources Generalist who will report to the
HR Operations Manager and who will serve as our benefits
administrator and play a critical role in supporting various HR
functions as a HR Generalist, including, employee engagement, HR
systems management, compliance, and performance management. This
individual will work closely with employees and HR leadership to
ensure the efficient delivery of HR services and the smooth
administration of employee-related programs. The HR Generalist will
also serve as a back-up to the HR Operations Manager and the other
HR Generalist and contribute to the employee life cycle, from
onboarding to offboarding, and will assist with reporting, record
keeping, and program participation.
Essential activities:
Benefits Administration
Oversees the administration of all employee benefit plans,
including health, dental, vision, life insurance, disability,
retirement plans, employee assistance program, wellness program,
pre-tax spending accounts and COBRA.
Conducts new employee benefits orientations, assist with enrollment
processes, and manages changes to employee benefit selections.
Administers a proactive and educational employee benefit program
which includes developing and delivering accurate and timely
training, including presenting in front of groups, and written
resources.
Works with State of Wisconsin Central Benefits and vendors, to stay
up to date on benefits offerings.
Updates benefits policies, procedures, and information available to
employees.
Manage the annual benefits open enrollment process by attending the
trainings, educating staff and ensuring all enrollments are
completed by the deadline.
Complete all monthly and yearly benefit reconciliations and
required submittals to ensure SWIB's information is submitted
timely and accurately.
Responsible for administering employee benefit life events (e.g.
marriage, birth, divorce) and preparing benefit termination
documents.
Proactively learn all components of the benefits program to become
a subject matter expert while building positive working
relationships with the state benefit contacts.
Delivers outstanding customer service by answering employee
questions regarding benefits, addresses concerns, and providing
information to help employees select plan options.
Maintains accurate employee benefit records and provides data when
needed.
HRIS Systems
Assist with maintenance of the HR Systems timely and accurately.
Responsible for assistance with entering and reviewing of all
people related transactions into the system and maintaining
employee records. Stay current on and assist with bi-annual system
upgrades and stay updated on current technology trends. Prior
experience with Workday and PeopleSoft systems is a plus.
Performance Management
This role will be responsible for administering and working with
SWIB HR leaders to monitor annual performance programs such as
annual review and goal setting processes.
Compliance
This role will assist the HR Operations Manager with support on
programs such as FMLA, ADA, OSHA, safety, and annual training
completion.
This role also is a key member the SWIB Safety Team and assists
with planning staff events.
The ideal candidate:
4+ years HR experience with benefits administration focus
preferred
Bachelor's degree in business, human resources or related
field.
Knowledge of federal and state laws and regulations related to
employee benefits
Strong team player with a positive attitude and willingness to
learn and grow with SWIB.
Excellent verbal and written communication skills.
Customer service oriented with excellent interpersonal skills with
the ability to manage sensitive and confidential situations with
discretion, tact, professionalism, and diplomacy.
Excellent organizational skills, analytical skills, and attention
to detail.
Proficient with, or the ability to quickly learn, human resource
information system (HRIS), and similar computer applications. Prior
experience with Workday and PeopleSoft is a plus.
Proficient computer skills including MS Word, PowerPoint, Excel and
Outlook
Ability to work independently and as part of a team.
Positive attitude, with a willingness to learn and adapt to
changing circumstances.

The position requires U.S. work authorization.
Pursuant to our Hybrid Remote Work Policy, all staff have the
flexibility to work remotely, but are required to have a weekly
presence in our offices, the frequency of which is dependent on
their distance from office. Staff are not required to reside
locally; however, we offer relocation reimbursement to the Dane
County area per our policy.

Trade Approvals Policy. These policies include restrictions on
outside business activities and employment and have limits on
